v0.4.0: mlvpn-tui tabbed Links/Daemon/Logs interface

mlvpn-tui redesigned as a tabbed Links / Daemon / Logs view:

- Links: existing per-link table gains "Up For" (state duration) and
  cumulative Tx/Rx byte totals.
- Daemon (new): session id/uptime/rekey count, outbound queue depth
  (gauge) and lifetime drops, TUN interface kernel counters, and
  machine-wide load/memory/uptime.
- Logs (new): a live, scrollable tail of the daemon's own log output,
  streamed incrementally over the existing control socket.

Switch tabs with Tab/Shift+Tab or 1/2/3.

Breaking wire change: ipc::Snapshot gained required daemon and
new_log_lines fields -- mlvpnd and mlvpn-tui must be upgraded together
on a given host. See CHANGELOG.md's [0.4.0] section for full detail.
